Looking for "manual_upgrade_using_fresh_install_and_original_database"

Searching for this document gives some results, but all send me to the front page

Is this viable for 1.6 to 1.9.2? Or has the database structure changed? Does that document give any additional information beyond "install magento, export database, import database"?
