Cannot disable check payment method

Stores - configuration - sales - Payment methods

Issue:

When I change Check/ Money order to Enabled = No and Save Config the Enabled reverts to Yes.

Cache is validated.

Anyone have this issue and know of a resolution?

I rebuilt the indexes, changed the payment method setting to Enabled = No in Admin and saved the config.  I then signed out and back in to admin and it look like it stuck this time.
