Cannot validate Adobe security scan on site

Trying to set up the automated site security scan but when I go through adding a site I add the HTML comment to HTML Head, Scripts & Style sheets, Save, clear cache but when I try to validate the code I just get the spinning disk.

If I look at the logs on the website nothing happens until the page times out about a minute or so later then I get the error below on the site log

Error    91.92.247.110    401    POST /rest/V1/integration/admin/token HTTP/1.0

I have whitelisted the IP's Adobe recommend in the trouble shooting but still the same.

Are you sure 91.92.247.110 is owned by Magento Sec Sca Tool? 

I'm also facing too many such requests for token from this ip and some others from 91.92. So, maybe we should deny it, because Magento doc says different https://experienceleague.adobe.com/docs/commerce-cloud-service/user-guide/launch/overview.html
