That is discard subsequent rules. It means no other Cart Price Rules should apply after this rule is applied.
It has no relation to special price or catalog price rules. Just cart price rules.

There is no such thing as "reject products with promotional price" option on Magento 2's cart price rules by default.
Are you sure you don't have some custom code or some extension that is adding this functionality?
What is this option for?
