Creating Shipping Methods

Hi

We have a site at http://watchessunglasses.com.
Our client wants to be able to have three available shipping methods

Free delivery
Delivery EU £7.00
Delivery Worldwide £12.00

We have set up Free Delivery but do not know how to set up the other two options.
Is this something you could help us with.

Any help would really be appreciated.
