How can I limit sales to only the lower 48 contiguous United Sates?

Is there a way to have specific states removed from the drop down selection when customers enter their shipping address for an order, or maybe to have an error that stops the sale if they are shipping to one of the "off limit" states?

I need to limit to only contiguous 48.

I can see where there is a price cart rule option, but that only limits the free shipping option, but i need it to limit all shipping functionality, not just the method selected... .

I understand it won't be possible using just Magento out-of-the-box.

You should check if there is a 3rd-party module that allows you to block a region for a country for a given website (take a look at https://marketplace.magento.com).
