How to check discount rule applied

Hello, recently a user bought some products with 60% off in the total of the order. I have no cart rules or catalog price rules with that amount. I checked in DB and I found this:

Table sale_order
Column applied_rule_ids: 41

Table salesrule: no registry with id 41.

So, I don´t know how the user got that discount.

Have you cleaned cache and reindex the website? It looks like the setup isn´t showing it on the front.
Check the special prices and tier price too, maybe you have a discount from one of them.
