Probably you do not need suggestions anymore but I post for other people having the issue.
I had the same problem on 2.4.6. I do not know which one had worked, but one or more of the following seemed to fix the problem;
1) select multiple countries in Stores ＞ Configuration ＞ General ＞ Country Options ＞ Allow Countries
2) change country in Stores ＞ Configuration ＞ General ＞ Store Information,
3) change Stores ＞ Configuration ＞ Sales ＞ Tax ＞ Tax Calculation Based On
