[Magento 2 - Table Rates] Default shipping cost

Hi,

I've Magento 2, I'm use Table Rates "# Items Vs. Destination" 

The config is very simple, for One nation the price is "X" for all other destination the price is "Y"

The problem:

When the customes come in into One page checkout the price of shipping is always set to "Y" price, the most expensive because it is for Outside my nation.

When customers insert their destination the price will be update and the Correct "X" or "Free" cost will appears.

Most customers are scary from this "Y" price and leave the checkout.

There is a way to set the default price to "X" price or to 0 ?

I investigated the problem.
I discovered that regardless of the default country set in the magento checkout it takes as default "United States of America" and therefore the price is always "Y" until you fill out all the fields with your country
