Product Shipping options empty

I have Magento ver. 2.3.4 installed with no plugins and default Luma theme. I have created free shipping and flat rate shipping methods with all countries enabled. If I go to product the shipping section/tab is just empty. Same if I create new product or edit existing one. This is really frustrating as this issue renders Magento unusable for ecommerce.

What am Missing? What could be causing this?
