Second admin user gets a white admin backoffice

I have created a second admin user with limited access.Logging in to admin with that user it look like this: Get the same on different browsers.Any suggestions?

Yes, I have reindex database after changing permissions

Solved it. I had chosen Norwegian as admin language, despite there where no Norwegian translated text. So I changed to en_US, and it works.

Because I used wrong language the link to the CSS files in the header was wrong, all received 404, Changing to en_US changed it
