Tax displays for Austria

Hello,

I´m not sure how I had to setup my Magento store for correct tax calculating:

Shop is in Austria

1. Customer in group "General"
   1. When customer is from Austria: 20%
   2. When customer is from EU: 20%
   3. All other: 0%
2. Customer in group "Retailer" (valid VAT)
   1. When customer is from Austria: 20%
   2. When customer is from EU: 0%
   3. All other: 0%

Can please some help me to set the correct settings?
