VAT / Tax not displaying on invoices but Tax settings seem to be correct. Help appreciated

I have searched high and low and cannot figure this out.

I have VAT set up at 20%, have products selecting thee correct tax class, and tax classes and rules set. I have selected to show prices inclusive of VAT.

When I print an invoice for an order it shows the totals correctly but shows the Tax as 0.00 I tried changing to show totals including and excluding tax and both amounts are the same (including tax) I am sure this is probably something very simple but I have not been able to figure it out, so any help or suggestions would be much appreciated.
