When I disable cookies, my site does not redirect me to enable-cookies page

When I disable cookies, my Magento ver. 2.3.5-p1 site does not redirect me to the enable-cookies page.  Any ideas why?  If I try and add a product to the cart with cookies disabled it does not add them, but it does not warn me either.  I have tried Safari and Chrome and in Admin the button is set to "Redirect to CMS-page if Cookies are Disabled - YES" and there is a page present.

Hi @bigbob2 

You have 2 cookie settings :

Please set both settings properly

Go to System –> Configuration –> General –> Web –> Session Cookie Management –> Cookie Lifetime = 5400

Go to System –> Configuration –> General –> Web –> Browser Capabilities Detection –> Redirect to CMS-page if cookies are disabled = Yes

Unfortunately those settings were already configured in that way.  So no luck.
