cron job in wamp and component manager

Hi,

I got two doubts,

1)I have created a cron.bat file as per this site https://magecomp.com/blog/set-up-magento-2-cron-in-xampp-windows/ still my admin page shows the cron error. Please suggest,

2)And to start a component manger I get a "SSL certificate problem: unable to get local issuer certificate" error to rectify this can i follow this https://mage2.pro/t/topic/988. how to get cacert.pem file from trusted resource.
