Does it make sense to buy another domain and move static content to be on cookie free domain?

It will still be on same server.

IMHO it would make a lot more sense to offload the static contents to a Content Delivery Network (CDN) instead.

A separate static content domain has minor benefits but adds significant complexity. Improving cookie consent flows on your current domain is usually better than managing an extra domain.
