We are following this topology as described on this link https://docs.aws.amazon.com/quickstart/latest/magento/architecture.html, but as of now we are facing an issue where we got latency >9 seconds
It will be a great help if anyone can help us on this issue.

you can use https://gtmetrix.com or https://tools.pingdom.com/ to test which one cause your site slow. I suggest disabling all extensions then reenable one by one to check which cause site slow
EFS has two different modes to give you better perfomance and lowest cost. Potentially, you can use a "provisioned iops" mode. It's pricely but more predictable. In "burst" mode you can just run out of limit of bursted high speed iops. See docs on aws!
