'Design Theme' tab not present in admin

I have a new installation of Magento2. I have created a new theme, and it appears in the Content page in admin.

When I navigate to Stores > Configuration > Design, there is no Design Theme tab! Just a robots.txt option.

What am I doing wrong?

Plagued by this when seemingly installing via git. Changed to composer install and seemed to correct.

I also have the same problem.
The design selection I find in Content -> Configuration.
In this new page there is a table where you can select the theme for each level of gws.
There's a reason for this difference? What is the correct version?

Design Theme has been moved to Content/Design/Configuration
