Shopping Cart Page Blank and Also Payment Methods in the Admin Panel blank

I am fairly new to Magento. We have just done an upgrade on our system, however these issues were happening before the update. The theme developer for the theme we are using says its a Magento issue:

Ive cleared cache and made sure full page caching is enabled and the Mage_Checkout is enabled but still nothing. Really need to get this fixed

Probably you're getting an error 500 on your server.

Can you check your magento logs, reports but also your webserver error log?

do you mind telling me where the magento logs are located?? are you talking about in vender/errorlogs??

Bacause all that was there was a php limit error which my boss is checking into

you dont ever see a 500  error message, when the shopping cart is empty it tells you that its empty but when you have products in the cart they dont show up all it says in summary.

As with the payment method section in the admin panel, it just shows up as blank but all the other sections seem to work just fine,

You can check your error log inside var/log folder and if any report is generated for error the you can check var/report folder.

Also check for Payment method,

Stores -> Configuration -> Sales -> Payment method

Any payment method are active or not. You have to verify first for payment.r

just remove var folder from root.

run 

php bin/magento setup:upgrade
php bin/magento setup:static-content:deploy
php bin/magento setup:di:compile

if issue resolved, Click Kudos/Accept as solutions.

When you go to the option in the admin panel for the payment methods its blank, nothing is there , no way to configure it at all or make any setting changes.

Logs dont seem show anything in the past few days.

This line (for example) from your error log:

PHP Fatal error:  Allowed memory size of 805306368 bytes exhausted (tried to allocate 32 bytes)

It means Magento eneds more memory. Maybe you got a low limit and you need to increase ( http://devdocs.magento.com/guides/v2.1/install-gde/system-requirements-tech.html ) or maybe your code is doing something in a bad way and is consuming extra memory.
