Add 'custom Textarea' in checkout form and email them.

Guys help me fix this. 

Please see attached image, I want to add comment section(in textarea) next to VAT number in the shipping address form and after filling out every details required and the customer clicks 'Place Order' I must receive the Comments must be added into the email settings as well. 

How to do that? Please help me!.
