Custom Css Location

I need to add a custom stylesheet to the Magento

It is a fresh install with no sample data and all content migrated from 1.6.x so it should be using blank theme by default.

The directory /app/design/frontend/Magento is empty and all content is being loaded from /pub/static/version1505159890/frontend/Magento/luma/en_US

Where should I install the custom CSS file?

Do I need to install a theme first?

For Fresh setup you need to create a theme first. After successfully creating script you can add your css to the site.
