I need some clarification reg the checkout for the guest users. Whether the magento keeps tracking the orders of the guest users?

This feature is not native feature in Magento 2.2, might be included in 2.3. You can refer below link:

Customers who used the Guest Checkout could check their orders online by using the Orders and Returns link which should be at the bottom op your stores page. It will lead them to the following page:
yourdomain.com/sales/guest/form/
Here they can look up their order by the order ID. If the order is paid, there will also be a link to the invoice available for the customer to print. Please note that invoices are only created upon completing the payment.
I have a scenario i.e., I need to create a coupon (ex.,SAVE15) and this coupon has to work for all users(Guest and signed in) for 3 times.
Each user can use this coupon for max of 3 times.
In this case, i'm asking for the guest user. Whether the magento will track the e-mail id for these guest users?
