Gift options show on edit cart page even when disabled

Why would the gift options show up on the edit cart page when the gift option is disabled? I don't see it on the actual checkout page though. What file would I change to remove this from the website?Disabled HereTurned Off hereYet still shows here?!

Has anyone had this problem? Did you figure out what to do to fix it?
