How to create a new tab in Customer Information (backend), like on the image below ?

I am confused about your title. Your title says that you are looking for adding a tab to the category page, but your screenshot and post is referring to the customer information page.

Could you please clarify?

Thanks for the answer and sorry for the misleading title which I just re-edited, I meant adding a tab to the customer information page.
