How to add link in module configuration?

How can we add the link of some url in our module configuration page?

Also how can we return back to this page via above url and update the configuration values?

OK, we will be more specific.
1. We have added many fields in etc/adminhtml/system.xml using <field> and now we wanted to add a link of any site for example https://www.google.com/. So how can we add it and it should be open in new tab.

2. Once we open the link from step 1, our next query is, how can we update the settings values returned by this URL. Means when we will open this URL, it will do some processing and will return some values. So we want to use these values to update the fields of our setting page.

Please let us know if we were able to express our point clearly.
