Magento new county Kosovo

I have add new country Kosovo on magento 2.2.3 and is see that in localhost country work and i can see on backend but on my online server coutry doesn't show

Can you tell me why this happed

is Kosovo on magento black list or something

Did you check your module or direct SQL entry to Database for specific country added or not in the Live site? If Done all the process same as localhost in your live server, Check your module is enable or not in live site. Check Exception or system.log from var folder in root. 

Check For Cache clear and indexing command.
