Replacing an image on the home page, trying to keep the quality

So I am trying to replace a background picture with a higher quality picture, however my developer seems to have issue how to do it. Is there anyway you can keep a picture in high quality as in background and have content on it.  SO THE PICTURE covers 100% of the block or section. and i have content on it, but i like to still keep the quality high rather than the pixelized version.

I can see that there is already blur image uploaded on site so you will get blur or low resolution image on site.

Please upload high-resolution image with size 1920x523 px on static block and clear cache
