Tax Calculation Based On: Shipping Address makes Magento Crash?

Hello, i'm trying to let Magento 2.2.3 calculate text based on shipping address but if I enable that setting in config then the whole shipping step page in checkout crashes. Is this a known bug or do i need to change one of the settings?

 

When it crashes the Shipping method loading image keeps loading and the whole browser window crashes.

Please check your browser console log or var/log system.log for debug your error in details.
