hey
i have a magento 2.3.1 that makes this problem:
i have a coupon code that makes 90 EUR discount.
i go add a product to cart ( that is lower than 90 EUR) ex 70 EUR , i go to cart, apply the coupon code, total is 0 in cart
i go to the site add another product, price 120 EUR, that takes the cart total to 190 EUR, so above 90 EUR ... i still get the total of 0 EUR in cart 
can you confirm this bug, or if already is a fix for this please let me know
