Authorize.net Payment Transaction Failed

Our site is being ported to Magento 2.1.2. CE

Authorize.net transactions are failing.  We have been told that this is a known bug in Magento 2.1.2 and that a solution has been elusive since July 2016.

We need to decide how to proceed.

Is there any solution in site?

Is there a recommended path?  Do we re-port down to 1.9 which apparently works?

We are stymied .
