Can't edit Product Attributes

Before you ask, yes, I have upped my max_input_vars. It didn't do anything.

I an unable to add new product attributes in the UI. In the admin, I got to Stores>Attributes>Product and find my Attribute Code, "color."

I click on it, and there are a list of colors, totaling 16. Under "Manage Options," if I try to re-order them and save, they go back to the order they were in. If I try to add a new option, it doesn't save (although a message box says it did).

I've searched many forums, and cannot find a solution. Any ideas?

@eric_gruber can you do one thing?

Try to remove some of the options and then add your option if it is working fine then issue might be due to post_max_size configuration of php.

Just check it and let me know.

I tried deleting one, and it didn't delete. I upped post_max_size from 500 to 768, and nothing changes.

@eric_gruber Have you flush the cache after removing the option?

Yes, just tried that. No effect.
