Create New Customer Account not working magento Magento-CE-2.1.11-2017-12-11-08-53-09

Hi All

i downloaded Magento-CE-2.1.11-2017-12-11-08-53-09 from website with no dummy data and when i create customer account the page just refreshes with no errors.Help me to fix ASAP

 

Note:I also tried adding formkeys but still issue not resolved.
