Design Configuration freezing

I just installed Magento CE 2.1.7 with sample data using web installer. When Click on Contnent->Configuration the Design Configuration appears with everything disabled and it shows the loading icon. It stays like this for ever! Any ideas?

Please run command
php bin/magento setup:static-content:deploy

Remove var folder from root.

Could you please post your console error...Nothing is there then remove pub/static(keep .htacecess), var/generation, var/ cache var/ view_preprocessed, var/page_cache and run the deploy command

Unfortunately there nor errors. I just displays page with disabled content. I removed the mentioned directories and the problem is the same.

At last I found what was causing the problem. It was PHP mod_security. It had to be turned off.
