Error with Greek Language encoding

I download the Greek language  and i set it to C:\xampp\htdocs\magento\app\i18n\Mageplaza\el_GR and everything work fine!

In my language the button "Add to Cart" is "Προσθήκη στο καλάθι" so the words is to much and i want something smaller like only word "Προσθήκη".

When i open the gr_GR .csv file i see chinesse lettter like:

All,"ΞŒΞ»Ξ±",module,Magento_AdminGws

None,"ΞšΞ±Ξ½Ξ­Ξ½Ξ±",module,Magento_AdminGws

Allowed Scopes,"Ξ•Ο€ΞΉΟ„ΟΞµΟ€ΟŒΞΌΞµΞ½ΞΏ εύρος",module,Magento_AdminGws

how can i change the words??
Have i problem with encoding??

My problem is the lenght of greek word "Add to cart". I want smaller word like "Add it!"  but if i change the line

Add to Cart,"Προσθήκη στο ΞšΞ±Ξ»Ξ¬ΞΈΞΉ",module,Magento_AdvancedCheckout

to:

Add to Cart,"Προσθηκη",module,Magento_AdvancedCheckout

the site display chinesse ....

How can i fix the encoding problem??
