Invalid scope or scope id

I'm running Magento 2.2.1 on a dedicated server and just did a new install. I am using the standard Luma template and when I attempt to change the site logo Content>Configuration>Edit>Header>Upload Image, no matter what format or size of the image, I end up with an error stating Invalid scope or scope id and cannot save the image.

I'm new to Magento, coming over from Joomla, so I'm not well versed yet, but am dabbling enough to understand the basics.

Any ideas where to go from here?

I am also new and find this (Invalid scope or scope id) message when try to change logo. I am also wait for solution.

Maybe not too many people are seeing this issue. Let me ask it another way, in Magento, what is a Scope and/or Scope ID?
