hopefully you can help.
i have free shipping enabled on our site, we recently upgraded magento from 2.1 to 2.3.1.
when a guest user checks out there are no issues however if a returning customer logs in> adds an item to their cart> clicks on "proceed to checkout" they get "Sorry, no quotes are available for this order at this time".
how can this be and how can i resolve this issue, i dont know backend magento but i can access ftp if needed.
