Magento 2 - Adding Step to Checkout Issue

I am able to add a step to the checkout process, but when the checkout page loads both my step (is step 1), and the shipping step (now step 2) are highlighted and displayed. Anyone else have this issues. If you click the next buttons everything starts to work correctly.
