Magento Setup - 401 Unauthorized Access On Web Setup Wizard

Hey Everyone,

I am currently having a problem with the Magento 2 Web Setup Wizard. Every time I click on the Web Setup Wizard under System Tools it sends me to a 401 page. 

I have tried everything I can think of to try to resolve this problem.

There are a few so-called solutions on forms that just don't seem to work.

There are no errors. I am at a loss. About ready to pull out my hair.
