Navigate to section in a page via clicking on sub-menu(sub-category)?

Hi Guys,

I am trying to add "#" in URL Rewrites but couldn`t add as Magento is not allowing. The objective is when I go to a particular page by clicking on menu and then when I click on sub-menu, it should take me to that section in a page. 

Please Please help me on this that How can I achieve this..

Which version of Magento are you using?

Did you tried with the default theme?

Is there a public URL you can share?
