Not All Options Showing In Layered Navigation

I have layered navigation enabled, and not all options show.

For example I know a specific category has like 10 manufactures, but it shows options for only 5.

I thought maybe some of the products were missing that attribute but they are not.

Can someone help me fix this?

have you did reindex and cache flush after assign value to that product?

yes i flushed the cache and it's still happening

@pjr710 make sure product status enabled and assigned website to that products, also make sure in stock products if you hide out of stock products
