Page takes minutes to load

My Magento pages now take minutes to load. Front end and admin. This is not normal. I had installed an extension. Before I installed it, pages took 5-7 seconds to load. I have removed the extension, done setup:upgrade and cleared cache and reindexed.

I have discovered that all cache types have been disabled by some process. After enabling the caches the pages load fast again.
