Styles Messed Up After Fresh Install

So it seems I fixed one error with the install and 10 more show up  So frustrating.  So now after install, when I log into the Admin panel, there appears to be no styling at all.  Everything just spits out into a very disorganized mess making it impossible to do anything.

Also, images are not showing up on the main page of the end user forward facing site.  Lots of broken image links.

Just when you think you have everything right, 10 more things break

Thanks @Dmitry Fedyuk for the advice I appreciate it, but that appears to have not worked.  It's still a disorganized mess.  I'm wondering if I shouldn't try to install 1.9 instead.

check your web server log files, might be something related with permissions issue to read the css/js files.
