Im facing the same problem this user had, but nobody could give him a solution:

When creating configurations for an attribute set, all the attributes show and not solely the ones I have assigned to the attribute set. I would like to only be able to select from the attributes I have assigned to the attribute set and not all the attributes available, only the ones assigned to my attribute set.
Im using 2.4, with a catalog migrated from 1.9.4.5
Any idea? I've been searching for days, in documentation, youtube, etc, and idk why this happen.
In all the products, the attributes of the attribute sets go in a folder named "Options".
I tried deleting the folder and put the attributes directly under "product details" and the result is the same.
