Can I migrate from Magento 1.7.0.2 to Magento 2.3 directly?

Greetings, 

I am dealing with my first Magento 1 to 2 migration. I have a client running Magento 1.7.0.2. Can I run the migration tool directly from Mage 1.7.0.2 to Mage 2.3? Or do I need to go through Mage 1.9.3.10?
