Do I have to purchase Data Migration Tool

I tried to download it via Composer and it rejects my credentials (I am sure of them being correct):

[Composer\Downloader\TransportException]
Invalid credentials for 'https://repo.magento.com/packages.json', aborting.

Magento 2 Data migration tool is open source and is totally free for everyone , so you don't need to purchase this tool.

you might have something missing while trying to install data migration tool.

Magento devdocs itself very well explained how to install data migration tool refer this link for the same - http://devdocs.magento.com/guides/v2.0/migration/migration-tool-install.html

Also same extension is available on github as well so you can download it from there as well here is the link of github - https://github.com/magento/data-migration-tool
