I am setting up my new e-commerce website, i am confused which version of magento is more stable and better to use, 2.2.8 or 2.3.1?

It is depends on requirement
if you go with stable then go with 2.2.8
but in terms of new feature then we need to use latest one let's example
pwa, multi-inventory, page builder if EE
Everyone wants a new feature so we need to go with 2.3

But do we have severe bugs in magento 2.3.1? which can make effects on my development part.

every system contain bug and everyday lot of bug also solved into 2.3
whatever bug fixed into 2.2.7 it will contain into 2.3 as well but only thing if new functionality then it will contain bug then it will solve into new version.

Magento 2.3 came out in November of 2018, and Magento 2.3.1 followed in March of 2019. So 2.3.x isn't brand new anymore.
While 2.3.x is an iterative update in the 2.x family, but it contains significant changes and additions, especially to the frontend. If you choose to use the newer tech included, such as for Progressive Web Apps (PWA), you will be a relatively early adopter, but these are some really valuable features.
There are also fewer extensions tested and confirmed to work properly with 2.3.x, so you may want to check to see if you can get the extensions you want before you make a decision.
On the flip side, 2.2.x goes end of life in December of this year: https://jetrails.com/blog/magento-2-0-2-1-and-2-2-end-of-life-dates/
and if you use the older theming tech, you can anticipate that Magento will eventually deprecate the use of KnockoutJS, causing you issues.
So chances are, you'd want to upgrade to 2.3 soon after launching anyway.
Weighing it all out, I'd say to go with 2.3.1 if you can. Even if the build takes some more work now, it should be a better long-term decision. It's the future.
I'm sure that others would disagree though, so it really does come down to the particulars of your project, and your own decision-making process.

I think, you should go with 2.3.1.
If you will choose 2.2.8 this time, then definitely you will missed security fixes, bug fixes, new features added in 2.3.
In future you defiantly need to upgrade magento then it will save time as well to fix the bugs of 2.2.8.
