Will PHP 7.3 be out before Magento supports 7.2?

In theory Magento will support PHP 7.2 before PHP 7.3 get the GA state.

For Magento 1 we have: https://magento.com/tech-resources/download#download2240

Magento 2.3 should be available on Novemeber (this year).

I guess the answer to your question should be: "No".

At this time, the answer is still yes.

Also, the latest news are the versión 2.3 will be available. Right now you can try to install the beta.
