need cart rule help

I have tried everything and can't seem to get it right.

I need to make a rule that if the product is on sale than no other discount apply

example:

if A is on sale for 2.00 then the 3% off discount can't be used on that product but if B isn't on sale the 3% applies

if both are in the cart
