It seems that is a custom implementation (or maybe a module).
Is not easy to guess why you can remove that block without knowing the code.

Sorry, there was an error on my last message.
It should be "Is not easy to guess how can you remove that block without knowing the code."
Can you share a public url to try to guess if the code wass added by a static block or a module?
