Cannot activate PayPal Express

First time Magento user (1.9.2.2)  and am trying to setup PayPal as a payment option. When trying PayPal Payments Standard (Includes Express Checkout): After entering credentials and "Enabling this Solution" box is checked yes. After clicking "save config" I get an error message saying: PayPal Express Checkout is NOT enabled. Please re-enable the previously enabled payment solutions.

Alternatively, When trying PayPal express: After entering credentials and getting to (Enable this Solution) there is no option to change from "No". The drop down doesn't function. I cannot check yes.

Has this been resolved as i have the same thing However I can get the standard to come back by running a query on the database but The express is hidden I can just about see it behind an element.

I had the same problem.
You should see an error in the console on js/mage/adminhtml/form.js.
I had to clear the magento cache and browser cache.
Make sure the form.js your loading has the **copyright of "2006-2016"** then you'll know your hitting the latest file.
